Katribu raises alarm over heightened militarization in IP areas; concerns over potential rights abuses by AFP, PNP

Katribu Kalipunan ng Katutubong Mamamayan ng Pilipinas raises the alarm over the intensifying militarization in Indigenous and peasant communities in Ilocos Norte. We express deep concern as reports from residents of Nueva Era, Ilocos Norte indicate a heightened presence of police and military forces, raising fears for human rights violations.


According to community reports, around 60 military personnel have been stationed in Barangay Santo Niño, Nueva Era, for the past two weeks. Nueva Era is home to Isnag and Tinggian, the Indigenous Peoples from Apayao and Western Abra.


On December 15, residents entering the forested area near Madongan Dam for hunting and farming were deterred by the sight of encamped military personnel. Police checkpoints were also established along the Nueva Era-Danglas Road near Hercules Mines. Residents were informed that these checkpoints were part of a "pursuit operation," heightening fears of increased military activity and potential abuses.


Militarization brings not only a climate of fear and repression but also disrupts the daily lives and economic activities of affected communities. Residents are often unable to access their farms or hunting grounds, leading to significant economic difficulties.


Katribu urges everyone to remain vigilant against the possible human rights violations in Ilocos Norte. Historically, militarization in Indigenous communities has led to numerous abuses by state security forces, including violence against women and girls.


Additionally, there have been numerous instances where community members have been coerced or deceived into signing documents under duress, falsely labeling them as members of the New Peoples Army. This coercive tactic is a severe violation of human rights and has been used to undermine the legitimate struggles of the Indigenous Peoples for their rights to ancestral lands and self-determination.


We call to stop the militarization in Ilocos Norte and other Indigenous and peasant communities across the Philippines. As the holiday season approaches, communities must be allowed to gather in peace, free from the fear and disruption caused by continuous military operations. The government must prioritize the welfare of Filipinos, redirecting resources from military expenditures to social services and economic aid.


Let’s stand in solidarity with the Indigenous and peasant communities of Ilocos Norte, demanding respect for their rights and an end to militarization and other human rights violations that threaten their land, life, and resources.
